- Keita AraiIkoma Journal of Economics 近畿大学経済学会 11 (2) 169 - 180 1348-8686 2013/11[概要] 現在, 本土における過疎地域においては, 市営バスのみならずコミュニティバス自体も廃止または便数の大幅減少といった状況に追い込まれている。このトレンドは本土エリアにとどまらず, 多くの島嶼地域にも波及する。人口水準がきわめて低い離島地域における公共支出負担の削減を否定することは容易ではない。但し,これらの地域における離島航路は交通手段であると同時に, インフラでもあることから, 地域住民がいかなる協力意識を持っているかが重要な要素となる。上記目的から始まる本研究の構成としては, 研究の位置づけを2章で述べた後, アンケート調査の結果を3章にて報告すると同時に, 集計結果や属性等の重要指標の結果も提示する。さらに4章において数量化I類分析を用いることによって, 地域住民の受容意識に関する分析を行い, これらの調査結果を踏まえた上で最終章における結論部へと展開することとしたい。 [Abstract] This paper investigates the attitudes of the local community with regardsto maintaining a sea routes in the islands of Kutsuna, located 15 kilometers northwest of Matsuyama, the local capital of Ehime prefecture in Japan. This paper argues that locally accumulated social capital plays an important role, although all age ranges ( or age groups) do not share the same level of desire to participate in the problem. Using qualitative analysis of data, obtained by a questionnaire survey, a model of resident's attitudes has emerged. The model explains how the residents shape their attitudes toward support for the local transport system.
- Keita AraiIkoma Journal of Economics 近畿大学経済学会 10 (3) 199 - 227 1348-8686 2013/03[概要] 多くの島嶼を持つ日本において, 離島航路とは島喚問または島嶼部と本土間における"人とモノ"の交通を支えるインフラとして機能している。事実, 離島住民にとって航路とは"道路"そのものであり, 生活に必要不可欠な社会資本であることから, また, 生活物資の輸送手段として非常に重要な役割を担っていることから, 中央政府が補助金を交付し, その維持を図っている。本稿においては2章において現状の離島航路の経営状況を定性的に整理し, 3章において経営上の問題点を提起し, 4章において航路関連の経営データのクロス集計を行った上で5章における主成分分析による経営状況の分類とマッピングへと展開された上で, 赤字路線補助のあり方に対する考察を行うこととする。 [Abstract] This paper is intended as an investigation of an inefficient management of sea routes at remote islands. It has been recognized by economists in the field of both transport economics and regional studies that a subsidy on sea routes should be researched more in terms of empirical approaches. It, however, has been quite difficult to achieve since most of the companies are very small in size. The first to be noticed is that we could obtain some of important data concerned with management and cost. Next, we will categorize the companies by statistical analysis of PCA (Principal Component Analysis), in order to discuss the problem in detail.

The concept of social capital, meaning the bonding of the individual to the society, might be difficult to measure to a greaterdegree due to its nature of human sensitivity. This paper aims to research the following two points: first, data acquisition by questionnaire survey, and second, creation of the substitute variables by the principal component analysis.本研究は文部科学省科学研究費予算の支援を受けて行った。

Due to an economic background that most remote islands are less developed in terms of capital accumulation, the government of Japan continues to allocate financial assistance to those islands. This paper is an exploration of the influence of publicly provided social capital on the regional economy of remote islands. Concretely, we measured the economic impact of the accumulation of regional public-capital by an empirical analysis. Since there are several regions consisting of many islands with different cultural, historical and economic aspects, we focused our geographic attention on the Okinawa islands located in southern Japan. We begin with a discussion of the constructing data set concerned with publicly provided capital accumulation in Chapter 2. The range of the research is limited to Okinawa because there are several regions consisting of many islands that have different cultural, historical and economic aspects. Subsequently, a set of empirical analyses is described in Chapter 3 with an estimation of the conventional production functions. As a result of the analyses with estimations of conventional production functions, the impacts of exogenously provided capitals were observed to play negative roles on the private economy. Second, the degree of the negative impact was higher in agriculture than tourism. Third, transport-related regional capital, especially the construction of roads, showed low effects (negative impact) on the regional economy.
