研究内容は、若年女性の生活困窮や就職困難を政策課題と捉え、「伴走型」「集団型」「自己解決型(自己解決への意識醸成と連帯的取組み)」の各支援が、当事者の社会的参入(自律)と職業的参入(自立)に重要だと考え、「ケイパビリティの形成」(潜在能力:自らが価値をおく福祉を実現できる選択可能な機能の組み合わせとその能力)と「広義のアクティベーションの実現」(職業訓練やジョブマッチにとどまらない、就労の前段階になる社会への参加意欲や就労に向けた活動などの変化にも着目)により、当事者の意識・活動・成果の各レベルにおける主体性と共同性(連帯的取組み)の発現を通して、社会的参入と職業的参入の双方を実現するプロセスを生成する可能性と課題を検証することである。 二年目はコロナ禍のため、上記を修正して実施した。第一に、「ケイパビリティ」と「広義のアクティベーション」の両概念の理論研究と分析枠組みの精緻化を進めた。第二に、今後１年以内に転職または就業を希望する有業または無業の女性を対象に、コロナ禍が女性に及ぼした影響に関する量的調査を実施した。第三に、民間の女性支援団体の取組みを把握する質的調査を行った。 上記の各調査から、転職または就業を希望する女性が、コロナ禍で正規で働きたい割合は低下し、働きたいと思う業種や職種が特にない割合も高く、正規以外で働きたい人や働きたい雇用形態、業種、職種を決められていない人の割合が増加した。求職活動を始められていない割合も高く、働く意欲や就職活動に取り組む意欲が高いとはいえない人も少なくない。この現状から、伴走型の個別支援の必要性が示唆された。また、女性支援団体の状況から、相談の質向上の取組みがみられるものの、集団型の社会活動には至りにくい現状である。一方、ケアワークの現場などで脆弱層から学びも多く、生産性の視点に限定されないケイパビリティアプローチの可能性が見出された。

本研究では、構造的に生活困窮者集住地域とされてきた被差別部落において、地域福祉実現や差別解消などの取り組みの拠点としての機能を果たしてきた隣保館の役割に着目する。 特別措置としての同和対策事業が2002年に終了して20年経つが、この間に、格差や貧困の問題は社会全体の課題となり、生活困窮者自立支援法の施行（2015年施行、2018年改正）や社会福祉法の一部改正（2021年）がおこなわれ、地域共生社会の実現に向けた諸施策が展開されている。他方で、2016年には、障害者差別解消法、ヘイトスピーチ解消法、部落差別解消推進法、いわゆる差別解消三法が相次いで施行され、その他の人権課題についても同様の法整備の動きがあり、よりいっそうの差別解消に向けた教育・啓発の取り組みが求められている。また、2021年には、今般の新型コロナウイルスの感染拡大を受けて「改正新型インフルエンザ特措法」が、近年に各地で立て続けに発生している地震や水害などの災害をふまえて「改正災害対策基本法」がそれぞれ施行された。 こうしたなか、社会福祉法にもとづく第二種社会福祉事業施設としての隣保館の役割はますます重要になってきていると言える。地域福祉課題を解決するための相談・支援、あらゆる差別解消に向けた教育・啓発、災害時における避難場所の提供や相談・支援といった役割を果たす地域拠点のひとつとして、隣保館は位置づけることができるだろう。 そのような問題意識のもと、上記の諸々の一般施策に隣保館がどのように位置づいているのか、また位置づけることが可能であるのかを検証するために、2021年度は全国の隣保館（814館）とその設置自治体（382市町村）を対象にして、質問紙調査を実施した。最終的に、それぞれ半数を超える回答（58.0％、54.2％）があり、現在（2022年度）集計・分析作業を進めているところである。

To understand the transformation of Buraku discrimination in contemporary Japan, we conducted the following three research projects; re-aggregating data from human rights awareness surveys conducted by local governments; contents analysis of collected Tweets related to Buraku discrimination; awareness survey of university students. Even in the younger age group, "classical racism" (having negative images towards Buraku communities, such as scary, poor, closed, etc.) is still stronger than "modern racism". Although small in number, the respondents supported "modern racism" discourse showed strong belief in self-responsibility and in laissez-faire principles, while showed negative attitudes towards "government intervention". As such, modern racism inhibits the development of anti-discrimination policies.

The life histories of Buraku women who have experienced discrimination, as gathered through a series of interviews, are analyzed in this study in order to elucidate the conditions that determine the situation of Buraku women, the factors and processes that contribute to their discrimination, and the process of agency-formation leading to their liberation from discrimination. The National Women’s Assembly of the Buraku Liberation League engages in discussions of the various problems confronting Buraku women and the policy responses they require, and this study looks into the role that this group has played in the agency-formation of Buraku women.

This study, which focuses on single-parent families of the Buraku community, elucidates through questionnaires and interviews, the reality of multiple forms of discrimination against and exclusion of single-parent families with Buraku backgrounds, and discusses the negative impacts that may have been caused in their daily life.

"The Cooperatives Act" was enacted in 2013, and "Social Enterprise Promotion Act" was enacted in 2007 in South Korea. After this act, Korean central government, local government and civil society organizations are exploring alternative "social economy" for the vulnerable social group.Under the social conditions, as poor women takes up a lot of vulnerable and socially disadvantaged group, we researched and analyzed the possibility of self-reliance of poor women through the socialenterprises.
