本稿では、冷戦期アメリカの自由アジア協会／アジア財団を事例に、組織改編に伴う文 書管理と公開状況の変遷を明らかにする。自由アジア協会／アジア財団は、1951（昭和 26）年の創設時から1967（昭和42）年にかけて中央情報局（CIA）の資金提供を受け、民 間財団としてアジア各国への助成活動を主に行った組織である。この組織は２度の組織改 編を通じて組織の透明性や信頼性の向上を図ってきた。1954（昭和29）年には、冷戦プロ パガンダのための組織であるとの批判を受け、自由アジア協会からアジア財団へと改組し た。1967（昭和42）年にはCIAとの関係が報道で暴露され、これを契機に資金源を変更した。 本研究では自由アジア協会／アジア財団の組織文書が収められている５種類の公文書・ 民間文書群について、２度の改編期における文書の質的・量的な変化を観察した。その結 果、組織改編が行われたこととは対照的に、文書の公開状況は必ずしも連動して向上した わけではないことが明らかになった。第１次改編期の1954（昭和29）年前後に作成された 文書については大きな変化は見られず連続性が見て取れた。その一方で第２次改編期の 1967（昭和42）年前後については、公開される内部文書が公文書群でも民間文書群でも大 幅に減少していることを確認した。CIAの資金提供を受けた時期の方がかえって公開され る内部資料が多いことを本論文は指摘する。This article clarifies the transition of document management and disclosure status due to organizational restructuring, focusing on the Committee for a Free Asia (CFA), later renamed The Asia Foundation (TAF). The CFA/TAF funded various Asian cultural institutes and individuals as a private foundation and received covert funding from the Central Intelligence Agency (CIA) from 1951 to 1967. The CFA was reorganized into the Asia Foundation in 1954 after being criticized for being an organization for Cold War propaganda. In 1967, when the CIA's relationship was exposed, TAF was reorganized and started to receive funds from the US Agency for International Development. The CFA/TAF thus reorganized itself twice to improve its transparency and credibility. By examining the transition of document management and the availability of five types of public and private archives, this article clarifies that the CFA/TAF documents' availability has not necessarily improved. Following the first reorganization period, there was no significant change in the format of internal memoranda; following the second reorganization period, there was a decrease in the number of internal documents. This paper points out that there are more internal documents dated during the time of CIA funding.

Previous studies have argued that U.S. foundations play a crucial role in U.S. cultural diplomacy. Some have argued that U.S. foundations even built U.S. cultural hegemony internationally, in cooperation with the U.S. government. Others have studied how foundations '"soft power" affects their grantees. However, the relationship between U.S. foundations and the U.S. government remains vague, as does how this relationship affects foundations 'grantees. This study examined previous research to clarify how U.S. foundations relate to the U.S. government in the area of public diplomacy and affect their grantees, with a focus on three points： （1）finances, （2）membership, and （3）activities. On the relationship between U.S. foundations and the U.S. government, the following can be concluded. First, foundations fund the government's foreign-aid program. Second, the relationships between members of foundations and of the government can be divided into two patterns： foundation members who concurrently serve as policymakers in the government and foundation members and government policy-makers who jointly consult on the action plans of both organizations. Third, the government's foreign policies affect foundations 'activities in that foundations plan their policies with reference to those of the government, and, in turn, foundations change the government's foreign policies through their funding activities, although the details regarding the process of this influence remain unclear. Regarding foundations 'influence on their grantees in the area of U.S. cultural diplomacy, existing studies indicate the following. First, foundations make a massive amount of grants to their grantees, but they rarely show financial data. Second, the relationship between foundations 'members and their grantees is a fifty-fifty intellectual exchange. Finally, foundations cannot control all the activities of their grantees in detail, indicating a limitation on foundations' influence.Refereed Papers

本研究は、冷戦期アメリカのアジア財団による、日本の学生の反共化に向けた助成活動の展開・受容を明らかにすることを目的としている。今年度は、前年度（2018年度）に引き続き、アジア財団と助成先（日本の教育者団体・学生団体）の関係を明らかにするための事例研究を重ねた。また、アジア財団の助成活動全体の中での「教育向け助成の位置づけ」を検討した。詳細は下記の通りである。
①アジア財団から「民主教育協会」への助成事例の検討：アジア財団が最も継続的に多くの資金を提供した教育者団体である、民主教育協会への助成事例に注目した。先行研究では、アジア財団の教育助成は、冷戦戦略から外れた「慈善的活動」として捉えられてきた。しかし、「民主教育協会」への助成に関する財団内部資料から、本研究では、教育向け助成の背景にある政治性を明らかにした。なお、本研究はWorld Education Research Association年次大会において、Most Innovative Poster Awardを受賞した。 ②アジア財団から学生団体への助成事例の検討：前年度に引き続き、「学生報道連盟」および「学生放送協会」への助成事例を調査し、学生団体の国際的なメディア活動の展開と財団の助成方針の関係を検討した。この成果の一部について、American Studies Association年次大会において口頭発表を行った。 ③アジア財団における「教育向け助成の位置づけ」の検討：1952年～1975年にかけての日本向け助成について、財団の助成方針の変化を調査した。財団にとっての「教育向け助成」の位置づけや、「学生の反共化」に向けた助成活動内容が年代毎に変化する傾向を明らかにし、この変化とアメリカ政府の広報外交との間の関係性を検討した。
