  SDGs seeking decent work are questioning the state of internship. In conjunction with SDGs, it is expected the meaning change of internship. Like traditional internships, the meaning of part of career education included in internships is diluted. Of course, as in the 1-day internship, it does not mean that internship is regarded as one of the adoption routes. The meaning changes of the internship occurs as the evolution of the adoption type internship. In the internship, the internship allows the company to disclose accountability on decent work, respond to student questions, and provide a place for students to experience the internship program related to decent work prepared by the company. It is an opportunity to discern the decent work of the company and to select the company. It seems like it has reached a step before the meaning change to such internship.

  The Question we have to ask here is to reexamination the concept of the governance. In this paper, I try to discuss and decide about the concept of the governance, and also the relations of the governance and the state governance. I argue about the governing technique and political power in the state governance. I push forward an argument about the switches from state governance of the neoliberalism to social governance in order to rescue the governance that fell into "a plot of the governance" by being based on the procedure of such an argument.

  "Political reform" of Japan have brought about the politics situation; in the one side, the birth of the Democratic Party government by the change of government and "political leadership" failed, in the other side, the right to collective self-defense use acceptance by "political leadership" of the second ABE government of Liberal Democratic Party which accomplished the government re-change from the Democratic Party. "The political reform'1 of Japan started when cold war terminated 1989. Thereafter "political reform" in the world of new politics came to the conclusion of "exception situation" fbr a quarter century. While ABE government creates "'abnormality situation", and also while it replace from "exception situation" with "normal situation", we will encounter a possibility of the transformation to "new authoritarian regime" in future. This paper discusses such a modem politics process in Japan.

  This paper reflects to the political reform and the political initiative in quarter of a century after cold war, and in addition to this, reflecting to the collapse of government of Democratic Party of Japan (DP) . At first, we try an analysis about the point of argument that has what kind of political meaning of the House of Representatives election in December, 2012 which decided to the collapse of DP Government. Next, with looking back over the political history about the political reform and the political initiative in quarter of a century, and also with exchanging the suggestion of 21 Seiki Rincho which has led the discourse of the political reform, we reflect about the state of the political initiative that DP Government was unsuccessful. Therefore, we summarize the conclusion of political reform and the political initiative in quarter of a century, we look out over the future.

  The purpose of this article considers about the governance change as "post-nuclear power plant governance". While being on this consideration, I want to discuss the basic conception of politics as post 3.11. Therefore, at first, this article identifies the basic terms of Politics; politics, governance, democracy and regime. And, I examine a real political process of the re-operation of the nuclear power plant, ironically, on a road of "post-nuclear power plant politics". Finally, I argue about the relation of post-nuclear power plant / post-growth and sustainable society.

  It may be said that The Tohoku Earthquake and accident of Fukushima Dai-ichi nuclear power plant disclose New Politics. With both the disasters, I can confirm the politics around post-nuclear power plant in Japan. And, I can understand that this politics develop the political issue of reconstruction of the governance corresponding to the nuclear plant accident, the dismantling of the regime for nuclear power plant, and the revival as the sustainable welfare society of the stricken area. And also, I can expect sustainable politics as New Politics in stricken area.

  In this paper, I try to rediscover the civil politics through 4tTAKABATAKE Politics^^ at opportunity of government change. At first, we must be based on the thought of "TAKABATAKE Politics", especially, his basic conception, '"self-government" and "civil politics", "mass civil" and "Seikatsu-sya (labor and consumer) ", "civil society" and "civil movement". And also, we have to light up today's civil politics, while amplifying or succeeding the argument of "TAKABAIAKE Politics". Through such a work, I take up the capability and limit of the civil politics. Thus, this paper settles a signification of "TAKABATAKE Politics", and has the role of basic work to construct of new theory of the civil politics fbr the future, too.

  As a result of Japanese Parliament of Representatives election of August 30, 2009, made the change of government. September 16, HATOYAMA Yukio government was formed a cabinet as the three-party coalition government consisting of the Democratic Party, the Social Democratic Party and the People's New Party. The Prime Minister HATOYAMA advocated "new politics". However, HATOYAMA government came to a deadlock by the issue of Futenma military base in Okinawa, and collapsed in only more than 8 months. But, KAN Naoto new government succeeded to "new politics'* that advocated by HATOYAMA government. Then, the purpose of this study is to analyze the political signification of "new politics" advocated the Democratic Party government, HATOYAMA and KAN, in the context of the New Politics of twenty years after the cold war, and the second situation of New Politics.

  2009 years, as a result of the election, House of Representatives, it realized government change, in Japan. New government will aim to construct the regime of Parliamentary Cabinet System that MATSUSHITA Keiichi advocated. This paper reflected on the change from Bureaucrat Cabinet System to Parliamentary Cabinet System based on citizen initiative that is thought the core argument of MATSUSHITA Politics. And also, this paper consider to the regime of Parliamentary Cabinet System based on citizen initiative in context of new politics. Then, we speculated about the real possibility of new regime in second phase of new politics.

  We recognize the agenda setting of post-neoliberalism regime, then, I consider to politics of post-neoliberalism regime in this paper. I reflect that it is very important of regime of "flexibility" and "redundancy to realize this agenda. In Japan, it is constructed the serious neoliberalism regime by Koizumi structural reform. This reform could bring economic growth, however, it present to the increase of part-time labor, working poor, and new poor. Therefore, neoliberalism regime has lost the legitimacy, public attention is now focused on the Keynes economics, "Green New Deal", and social democracy regime that adapted to the economical globalization. In Japan, I think that it is necessary for us to accumulate the political experience, for example, the change of government, manifest election, reform of bureaucratic structure, and governance of science technology for post-neoliberalism regime.

  In this paper, I consider to the "poverty politics" over "new poverty" that occurred as the impact of neo liberalism regime and its policy for the domestic adaptation of globalization. In Japan, poverty politics has not been taken up as an important agenda for the path dependency. And, "Koizumi Restructure" exposed the weak point of "regime of Japan modeled welfare state", new poverty problem, especially, the working poor was increased. But, when Koizumi cabinet withdraws, neo liberalism reform stopped, and also poverty politics gained power. Therefore, political stream politics changed. In this paper, I am going to try the prospects of the post-nregime of Japanese model welfare state".

  We recognize that the weight of political language increases in the political word. And, we recognize that the political language came to have the serious meaning. Especially, when we watch Koizumi Politics, we can point out the importance of politics of idea to use a political phrase, "one-phrase politics", as one side of "new politics". This paper examines such politics of idea as "new politics". Therefore, this paper examines about the important point of argument in politics of the idea; "disadvantage politics" and politics of the idea, TV politics and "theater politics", Internet politics and "new right wing", political learning of politics of idea, that was submitted a problem by Koizumi politics. So far, politics is sticking to the question of "What is politics decided by?" Then we will come to present the answer of about this question from examination of politics of idea.

  This paper is taken up about the accountability and advocacy which keeps being pointed out the weak point of Japanese NGO and NPO. We can recognize that the accountability and advocacy are the extension act which is within category of the outside management together. And also, it is resemble the explanation style of accountability and the proposal style of advocacy, both of style shares thinking method in bottom. Then, it can be said that the weak point of the accountability and advocacy sharing thinking method is not a coincidence, is the product of necessity in NGO and NPO. It will be seem that strengthening of the accountability and advocacy in NGO and NPO is very important point fbr Mstrengthening of the civil society". Moreover, we can expect to gain an expected outcome through the strategic accountability and advocacy from NGO and NPO to the outside. In this way, this paper determines the explanation style of accountability and the proposal style of advocacy which should be necessary. And this paper examines important issue that strengthening of the accountability and advocacy in NGO and NPO concerns with "strengthening of the civil society".

  After end of the cold war, globalization is developing rapidly. In Japan, a series of reform based on political idea of new-liberalism was guided the development of "new politics9, with placing post "Japan modeled welfare state' and post "public enterprise society', especially, transformation from the usual policy and regime in the political issue. Then, it happened to the new political cleavage by development of 'new politics'.   ''A new political philosophy is necessary to a new world.n 1925, Harold Laski was written so in the beginning of the grate work, A Grammar of politics. 1989, it collapses the Berlin Wall which was the symbol of the east and west cold war. Until it reaches today after cold war, when we see the political situations, it appears the various new political phenomena which it can not think at former times. When we borrow Laski's phrase, exactly, "A New Politics is necessary to a new world. Probably, as for being looked for as one of such New Politics, it is Sustainable Politics which oriented the sustainable development or social building of sustainable society. This paper tries rough sketch about the basic composition, the basic concept and the basic strategy of Sustainable Politics. This paper aims at governance, public management and democracy to strengthen civil society, which compose the main stem of Sustainable Politics.

  This article discusses the issues related to deliberative democracy of workshop. In Japan, we can recognize that deliberative democracy is realized as deliberative democracy of workshop in the citizen conference or the citizen committee in local political process. We can indicate that deliberative democracy in the citizen conference is mainly compounded the opportunity of brainstorming in workshop. Then, in this article, I would like to evaluate the set-up condition and the facilitate condition of deliberative democracy of workshop. As we have seen, democracy consists of the opportunity of participation, deliberation and self-determination or self-government. Through examining to deliberative democracy of workshop, we think again what democracy should be. And also, we can discover the facilitator who is covered with new type of political sub-leader in deliberative democracy of workshop. Finally, this article discusses the possibility of Japanese deliberative democracy that is characterized as an appearance of new political culture in Japan.

  As we have seen, the United Nations resolved the decade from 2005 until 2014 as the campaign period of the UN Decade of Education for Sustainable Development(UNDESD). The purpose of this paper is the explaining of the strategic characteristics and subject of ESD movement of Japan which aims to build of sustainable society through the educational approach of ESD corresponding to the campaign period of UNDESD. When it explains, we use the conception of the framing and breakdown as the tool of analysis and explanation. And, we show the way and try that environmental Education NPO corresponds ESD. We collected"the material"to reflect about ESD movement by the hearing research to 5 key persons who are a member of ESD-J (Japan Council on UN Decade of Education for Sustainable Development) and a manager of it, and who are the representation of environmental education NPO. This paper gets along with the reflection to"the material". We think that ESD is a movement to indicate a hope to human development, once again, and a process to realize sustainable society as the well-being through the educational approach.

  報告者が奉職する近畿大学の生物理工学部キャンパス（和歌山県紀の川市）は、大阪府と和歌山県とに跨る紀泉アルプス（主峰は「雲山峰」490m）の南麓に位置する。キャンパスは、比較的良好なまま“放置”されている広大な里山の只中にある。 大学が所有するこの里山は、以前、和歌山県立「昭和の森」であった。現在、その里山の北西側の一部は、「根来山元気の森」に隣接している。ここは、里山を利用・再生・保全する目的で設けられたフィールドであり、指定管理者制度に基づいて、NPO法人「根来山元気の森倶楽部」が管理している。また、県境を越えた泉南市には大阪府立「紀泉わいわい村」という里山の自然学校があり、これまた、指定管理者制度に基づいて、大阪YMCAが管理・運営している。このように、周辺には里山をテーマにした施設があり、いずれの施設も、報告者が担当する講座、「社会奉仕実習」（ボランティア実習）の実習施設でもある。 近畿大学
