    Changes of the energy consumption in welfare facilities before and after the Great Earthquake of East Japan were analyzed based on the investigation for development of the DECC. Both electricity and primary energy consumption in the facilities with the residential function were reduced by approximately 8% in the Tohoku region and 16% in the Kanto region in 2011 compared to those in 2010 even though the difference of air temperatures were taken into consideration. As the results from multivariate analyses, measures related to lighting were effective for energy savings in the facilities both with and without the residential function. Additionally, changes of setting temperature of freezers could be a strong factor for energy savings in the facilities with the residential function, whereas restriction of use of electric appliances such as portable electric pots had large influences in the facilities without the function.

    Using a result of the questionnaire of the Eco-home Diagnosis carried out 212 households in Fukuoka Prefecture in FY2012, the household attribute data, the power consumption, the CO2 emission, the heating/lighting expenses, and the countermeasure to energy saving before and after the consultationwere analyzed.
    Annual CO2 emissions for the checked homes were 4,928 kg/year·household, and annual power consumption was 5,183 kWh/year·household.
    The deemed reduction in annual CO2 emissions for all households receiving diagnosis was 85,018 kg/year, and the deemed reduction rate was 12.2%. And the deemed reduction in annual power consumption was 118,132 kWh/year, and the deemed reduction rate was 16.4%.
    It can be said that the Eco-home Diagnosis raised awareness of energy conservation at the participating households, and it appears diagnosis had some effect in reducing CO2 emission and power consumption.

    Because of the lack of power in Tokyo and Tohoku due to Tohoku-Pacific Ocean Earthquake that occurred on March 11, 2011, ordinance of electric power usage restrictions were triggered for the first time in 37 years. Large consumers of more than 500kW electric power contract were asked to reduce power consumption of 15%. Furthermore, since the power plant was stopped across the country, power-saving and energy-saving measures have been implemented in almost all over Japan. We conducted the investigation on the power saving conditions in the summer of 2011, in order to grasp and analyze the actual condition of power saving which commercial buildings performed. When we compared the energy consumption of the total from April to September of 2011 with 2010, about Office building, Kanto Area showed the biggest reduction of 21.4%, and when we compared the peak load of electricity of 2011 with 2010, the large office building in Tohoku Area showed the biggest reduction of 23.6%.

    In this study, we aimed to confirm whether it is possible to improve the accuracy of the estimation equations of energy consumption rate of office buildings.
    By the difference in the type of heat source equipment, we classified the DECC survey data of 2009 fiscal year into three categories: “the electrical type”, “the fuel-based type with boiler” and “the fuel-based type without boiler”.
    As a result, using the multiple regression analysis, we were able to obtain more accurate estimation equations than before except for summer fluctuation-load rate in the electrical type.

    In this study we aimed to identify characteristics of energy consumption of accommodation building by drawing on 2009 fiscal year of DECC survey data. Conducting statistical analysis on the base-load and the fluctuation-load on a national scale derived from patterns of variation in the monthly energy consumption, we obtained estimation equations for energy consumption rate.
    To determine the base-load rate, we focused on differences between heat-generation equipments in the accommodation buildings and classified them into three categories: electrical, fuel-based, and electric-fuel hybrid. We then carried out the multiple regression analysis for each category. As a result, we obtained accurate estimation equations for the electrical and the fuel-based heat-generation equipments. And to determine the summer and the winter fluctuation-load rate, we were able to obtain accurate estimation equations using the multiple regression analysis.

    This research intends to define base load and fluctuation load from the pattern of monthly changes in the energy consumption of office buildings in Japan obtained from the investigation in 2009 fiscal year, and to clarify the characteristics of energy consumption by determining estimation equations.
    It became possible to confirm the tendency by the estimation equation obtained from the multiple regression analyses of base load rate. The reliability of the estimation equation of fluctuation load rate by the multiple regression analysis was higher than that of the estimation equation obtained from the simple regression analysis of the average yearly temperature.

    Authors gathered and investigated annual energy consumption of 4,194 retail facilities. The retail facilities were classified by the retail categories into department store, general merchandise store, grocery store, garment store, household merchandise store, home center, drag store, convenience-store, shopping center and specialized store. The average of total floor area and annual primary energy consumption per unit floor area were compared among the retail categories. Except the combination between department store and shopping center, these retail categories showed a significant difference in the total floor area and/or annual energy consumption per total floor area. This result implies that classification by retail category contributes to understand the characteristics of energy consumption.

    The number of commercial buildings in Japan is estimated over 10 million and these buildings are considered to emit large amounts of CO2. However, environmental load for commercial buildings has not been fully researched and those researches done in the past have focused on limited subjects or areas in Japan. This research aims to develop a nationwide database on CO2 emission and water usage of commercial buildings which can be used by researchers, policy makers and business people.
    This paper reports the outline of this database and the specific primary energy consumption, which was developed centrally by 33 universities. The data was collected through questionnaire surveys which was conducted between 2007 and 2009, and a total of 40,085 building data was collected, of which 27,902 were disclosed. The collected data was divided into 23 uses and primary energy consumption intensity for the disclosed database were calculated by areas, gloss floor area and year of completion.

    This study is a part of the project that aims to construct the database for energy consumption of commercial buildings on the national scale. The purpose of this study is to obtain the basic data for energy consumption in the welfare facilities for the most of aged persons. The authors classified the buildings into two types of the residential and non-residential facility, and showed the attributes and energy consumption in each type. On the basis of these results, the factors that will have effect on the energy consumption for the unit of floor area in each type were clarified by the technique of multiple regression analysis. Furthermore, the relationships between the outside mean air temperature in each area and the monthly mean energy consumption in each facility were analyzed. After the monthly values of energy consumption were classified into the non-varied part through a year and the varied parts in summer and winter, the effect of the outside air temperature on each part was clarified by the multiple regression analysis.

    It is important to study on energy consumption of buildings to establish the most suitable management methods for energy saving. However, the basic data of commercial buildings are insufficient. The purpose of this paper is to clarify characteristics of change energy consumption (cooling and heating energy consumption) and base energy consumption of office buildings in Japan. At first, we calculated the change energy consumption and the base energy consumption. There were strong correlations between each energy consumption and floor space.

    This paper describes the outline of actual condition for building survey, energy and water consumption in Kanto area. This survey is conducted by Japan Sustainable Building Consortium (JSBC). In this study, it is clarified energy and water consumption for three years. In addition, we surveyed the relation between characteristics of buildings and energy saving equipments, business hours, and cooling or heating days, etc. In this survey, the characteristics of energy and water consumption are confirmed.

    In this study, the result of a basic investigation, run by DECC (Data-base for Energy Consumption of Commercial Building), about office buildings during the fiscal year of 2009 is shown. A questionnaire survey addressed to office buildings was carried out nationwide, which helped to understand the actual usage condition of energy consumption. In the investigation, 1463 valid responses were obtained and the national averages of annual primary energy consumption per square meter was 1629[MJ/m^2 ・Year]. It is suggested to perform an extensive analysis to identify which factors influence this consumption.

    When the photovoltaic generation system suitable for sun direction installed reflector was designed, the solar irradiance on PV panel by a fixed method and a tracking one was calculated. Moreover, the installation angle installed the upper and lower side reflector, the reflected solar radiation, and the shadow length were calculated. As a result, it is cleared that the tracking is effective on the clear days except at noon, the best angle installed upper reflector is from 20 to 30 degree, and the one installed lower reflector is 60 degree.

    In this paper, the outline of the measuring system and the results of power generation were described. This measuring system is constructed with low-cost and easy-to-get instruments. The measuring data was obtained from September 2009 to February 2010 except for the period in bad condition of instruments and in unseasonable weather. As a result, an actual measurement of power conversion efficiency of PV panel was obtained from measuring data in February 2010 when the PV panel was fixed in the direction to directly south.

    In order to evaluate thermal environment improvement on the Fukuoka City Hall Square, a field demonstration experiment was carried out using water retentive materials. The materials applied were natural grass sheets and water-retainable artificial grass sheets. These materials were installed temporary on the square made from white artificial stones, and the thermal properties were observed in summer season. Thermal radiation on the human body was improved on each material in the daytime, but the atmospheric heating by sensitive heat in the daytime was increased on the artificial grass, because of the surface temperature rising.

Power consumption and the lighting and heating expenses have been reduced by introducing the system by which the electric power company buys surplus electricity. Through the questionnaire, the inhabitants have positive consciousness of the energy conservation.

In addition, it is also operated in apartment houses, but it is small-scale and is limited to the common sector. From now on, it is expected that PV systems will be positively introduced to apartment houses as a latent market. In this study, the energy consumption and the opinions of inhabitants are surveyed. The aim of this study is to make clear the problems and the solutions when the photovoltaic generation system is introduced in the future. In those apartment houses, each house has the photovoltaic generation system. And all inhabitants can utilize it.     In this study, taken up the environment-conscious, green products, the factor to which the consumer is attaching importance is searched when buying it, the environmental additional value is quantified, and the valuation model is made using the contingent valuation scheme. The following effects can be expected; The target that should be aimed can be shown for spreading the environmental-related technology, the new products of environmental-conscious type, and it becomes help to do efficient specs design. The objective judging material the quality of an environmental performance is posted to the consumer. The plan that presses the consideration improvement is presented to a technological domain that consumer's consciousness for the environment is insufficient. And the measures to reinforce the original value of products to a technological domain that the only severe cost comparison have spread over. In this study, it is cleared that which of four factors, a price, a basic performance, an optional function, and an environmental performance is given priority, when the consumer buys the green products. Moreover, it is cleared what factor is liked as an additional value using the analytic hierarchy process. The questionnaire, by analytic hierarchy process and method of rank order, about a tissue and a furniture product, a standard desk, against general person and students was carried out.

    In Japan, paper has been traditionally used as construction materials along with wood. Recently, however, concrete, cement, and stone have been mainly used because of durability. Originally, paper is flexible, strong and delicate material. And it has a lot of workability, rich in heat insulation property, and soundproofing. In this study, the temporary building with the new material made of paper, Shi-an, designed. In addition, the environmentally-sound material cycle and independence type pre-fabricated temporary building is produced by usimg natural energy, the photovoltaic generation. Shi-an panel is an epoch-making newly developed construction material with excellent heat insulation property, strength, lightness and a flexible processing performance. And this construction material can be reused aid recycled. Moreover, because the panel is made of recycled paper, the environment friendly and high cost performance becomes possible. Furthermore, in order to appraise the environmental efficiency of this building made of paper panel, the indoor thermal environment, the indoor air, the indoor lighting and the sound are surveyed. "Shi-an panel" is an epoch-making developed newly construction material panel with excellent heat insulation property, strength, lightness, and a flexible workability, and it can be recycled and reused. It has been cleared that it has enough insulation and soundproofing performance through the measurement.

    According to the Fukuoka Meteorological Observatory in Japan, the annual mean temperature of the latest 10 years rises at 1.1 degrees C compared with 30 years ago in Fukuoka City. In addition, the area where the urbar heat island phenomenon is especially serious has concentrated on the Tenjin central district and the outskirts of Hakata Station district, by the past investigation and research concerning the urban heat island phenomenon of Fukuoka City. When the current state around those districts is seen, the northern area looks out on the Hakata Bay, the southern area ranges mountainous hill with the altitude, and the river flows in the urban area like connecting them. In this paper, to reduce heat island effects by using a peculiar geographical features condition to Fukuoka City, the urbanization promotion area where the urban heat island phenomenon is remarkable is made a district for the plan.

    In order to evaluate the effects of grass spots on mitigating urban heat-island phenomena, radiation and heat balances were observed on a grass spot and an artificial ground in summer season. In the daytime, the air and the surface temperatures on the grass spot were much the same as those on the artificial ground, but the downward conductive heat flux on the grass surface was much lower, due to the latent-heat consumption. The surface temperature on the grass spot dropped rapidly in the evening, and the air on the cold grass surface was cooled through the nighttime.

    In this study, the checklists for attestation against the waste conveyance/disposal contractors were made. And the prior notification system for movement of waste using RFID IC tag was constructed. This system is composed of the IC tag put up to waste, the cellular phone, the reader/writer, GPS installed in the vehicle and the information management center. Through the field survey and the empirical study, their possibility and some problems that should be examined were cleared.

    It aims at grasping how elderly-people feel thermal environments, air temperature and relative humidity was measured and hearing about air conditioning use was conducted at welfare facilities in Kitakyushu. The survey period was from September 30 to October 4 in 2003. Air temperature and relative humidity measured interval was one minute. Moreover, hearing was conducted to the elderly-people after lunch or supper from September 30 to October 3.

    Followings are the results of this research, 1) 72.0% of the people answered that water quality in Onga River is "relatively dirty" or "dirty". 2) 70.4% of the whole region worried about quality of water supply cause of the aggravation of the water quality in Onga River. And people worried more about water quality in lower basin region (79.2%) and rather more about ecology in upper basin region (25.1%). 3) As reasons for aggravation of the water quality 76.3% of the whole region pointed the drainage from the human life. 4) Improvement of the water quality in BOD from 5.0mg/L to 1.0mg/L was contingent-valued as 10,150 yen to each answerer. 5) 59.0% of the answerers require providing the water facilities integrated in the whole river basin region. Water facilities should be provided after the sphere of river basin region considering the natural circulatory system.

    The thermal environments of the three types of urban blocks were observed on the street in Osaka in the summer season. Air temperature and surface temperature of each urban block were high in comparison with Osaka Castle Park. Temperature differences of urban blocks in the daytime were bigger than those in the early morning. MRT was influenced by the sky and green cover ratio strongly, and in the street whose sky cover ratio was small that it was surrounded by a high-rise building MRT became small. And in the street whose green cover ratio was big by the street trees MRT was small compared with other streets. SET each urban block takes the influence of MRT strongly, SET of small, and it was improved as a thermal environment because the comparatively big amount of ventilation was secured in the street whose width was big like OBP (Osaka Business Park) in the daytime.

    This paper shows the actual conditions of energy and water consumption of every dwelling unit and in public space in an environmentallysymbiotic apartment house through investigation, questionnaire and comparison with the results of the other type houses. At this house, solar thermal water heater, solar cells, light court, planting parking, utilization of rainwater, wind power generation,water-saving equipment are introduced. Energy and water consumption per month are investigated through reading a meter. Annual energy consumption per utensil and per useis calculated by adding up method. Electric consumption forms 61.5% of annual energy consumption per unit, 28630.9MJ/a And annual CO_2 emission per unit is 690.9kg-C/a.

The questionnaire covered as follows; (1) how system is in schools, (2) how energy/environmental education in curriculum, course and activity is practiced, (3) what and how learning method and subsidiary teaching materials are, (4) how often outside lecturers are used, (5) how teachers get information and its support, (6) how cooperation with schools, homes and community are, (7) what present and future problems are, and so forth.

    We calculated heat demand and heat load density using building survey in Fukuoka City. And we made heat load density map per town. Heat demand is calculated multiplying total floor area for 9 uses that put together 22 building uses by energy consumption per unit area. And heat load density is calculated dividing heat demand by block area. The ratio of total floor area for houses, business and commercial is high in Fukuoka City. Estimated annual heat demand is 28966.3 TJ/a and estimated heat load density is 0.85 TJ/(ha・a) in Fukuoka City.

    For solving the environmental problems, it is necessary to cooperate administration, residents and so forth. In this paper, it is described that the result of a hearing survey of environmental policy to 25 local governments located Chikuhou Region, in the Fukuoka Prefecture. The items are "environmental problems", "residents" interests in environmental problems", "grappling with environmental problems", "public informations", "ecoactivities by citizens or NGO", and so forth. The main environmental problems to the governments concerned are waste from living and illegal dumping. Because of reporting on journalism, residents are more interested in environmental problems than before. The main items grappling with environmental problems are measuring against waste from living and pushing with environment education. Grappling with environmental protection is regarded as important matter. But it is not given enough publicity. Ecoactivities by citizens or NGO is not grasped enough. Adopting green purchase or environmental management system is thought to be conservative.

    In recent years a trend developing a seaside area as a new residential site has become common. However it is necessary to examine local characteristics, natural environment, living environment, safety and crime prevention. Some problems that must be solved became clear for the living conditions by the questionnaire that was filled out by residents at a seaside area. One of than is the damage from salty breezes from sea. Through the investigation of details and frequency of repairs for housing estates, it became clear that outside repair for housing at the seaside area was more frequent than for one at the inland. This paper describes the relationships between the concentration of the chloride ionic contained in atmosphere and atmospheric weather condition or space elements by examining sea water aerosol concentration which is to be a precondition against the damage from salty breezes. In this study, the survey area is the Hakata bay area, Fukuoka City, in Japan.

    Annual thermal demands for heating and cooling on built-up and redevelopment districts scattered on leading cities in Kyushu are estimated based on floor area of building use, further, some suitable districts for District Heating and Cooling (DHC) are picked up. Possible area in and around the cities for utilization of unused energy are selected by concerned with its heat demands characteristics and unused energy distribution, further the quantity of usable energy sources are calculated on the possible area. The feasibility of using unused energy in the suitable districts are discussed and its effects of energy saving and anti-pollution are made clear comparing DHC system including unused energy sources with unit air conditioning system.

    The purpose of this study is to clearify the possibility of diffusion of District Heating and Cooling (DHC) in Japan in the near future and its effects on global environment preservation. We selected potential supplied areas of DHC in all over Japan by analyzing heating, cooling and hot-water demand character. We investigated the sourrounding unused energy of the selected areas and analyzed its effect. As a result, total DHC demand is 259,933TJ/a (62,185Tcal/a), that is quivalent to 11.1% of total demand in Japan. By using unused energy as heat sources, 88,733TJ/a (21,228Tcal/a) of primary energy consumption and 1.78 mil.ton of CO_2 emission can be reduced per year in Japan. It means that the DHC promotion is very important and realistic policy in urban area for CO_2 emission which contributes to global environment preservation.

    In this study, it was shown that the applied usage of the geographical information and a mapping method of multi-temporal earth surface temperature distributions for wider city area, and it was compared with Landsat IR data. First, earth surface temperatures were measured severally by portable infrared thermometer to set measured times to the overpass time of Landsat. Variations of surface temperatures for 24 hours at intervals of one hour in. summer days were drawn. Land use index was corresponded with its land cover, and applied measured surface temperatures to land use data. So earth surface temperature distribution maps were drawn. Next, map by using Landsat data was compared with one by using geographical information, and effectualness was investigated.

    Recently the bay area has been extensively developed into a new residential area, therefore it is necessary to examine and study relations between a newly developed district and an adjacent urban district, the bay area's geographical characteristics, basic conditions for living such as natural environment and living environment, and safety and crime prevention. This study aims at grasping the true living conditions in the bay area and finding problems to be solved through the questionnaire conducted in Yashio and Shibaura districts in Tokyo, which were chosen as model districts. The questionnaire, which was distributed from September 25th to 27th in 1989 and collected from Septembei 28 to October 7 in 1989, covered (1) what residents live in what dwelling conditions, (2) what evaluation and demands residents have towards their housing environment and the houses they currently live in, (3) what they think of the bay area and how they take advantage of that, (4) what crime prevention and disaster measures they take and what injuries or damages they have actually suffered, and (5) how they estimate high rise housing. According to the result, short commuting time from home to a place of work-among the bay area's geographical characteristics-gained favorable evaluation, however the reality of the development appeared to be far from the one in harmony with the surroundings. Residents are anxious about disasters which high-rise buildings and soft reclaimed land might cause and worry about supply and processing facilities' interruptions which the bay area's geographical factors might trigger. The questionnaire also confirmed an increase of urban-type crimes.

    Taken up the environment conscious green products, the factor to which the consumer is attaching importance is searched when buying it using the Analytic Hierarchy Process and Contingent Valuation Method. It is cleared that which of four factors, a price, a basic performance, an optional function, and an environmental performance is given priority, when the consumer buys the green products. A systematical field survey applied Conjoint Analysis concerned on two specified social issues ; global warming and heat island problems is conducted. We applied the so-called web-site survey to secure both quantity and quality of a series of acquired data sets. Both obtained Marginal Willing to Pay for the global warming and heat island issues seems plausible. Interestingly, it is observed an evident tendency that younger subjects incline to pay more than older subjects, which implies younger people paying much attention to the environmental issues.

    本研究では、従来の地理情報システムが持つGUI環境や操作性に加え、基本となるデータベースをパラメータとする数値解析により、環境・エネルギー情報を生成し、これを新たなデータベースとして、付加する解析システムをリンクさせた、環境GISシステムの構築を目的とする。 そのため、地理情報(GIS)や地域環境情報を総合的に捉え、これらを有効に活用した環境場の予測および地域エネルギーの活用可能性について調査を行った。 本年度は、環境GISデータベースを用いて熱環境シミュレーションを行い、都市気候状態のモデルスタディを行い、土地利用形態と熱環境の観点からみた、地域ポテンシヤルを評価する。さらに、これらの外部環境状態をもとに、詳細都市計画による微気候環境場の推量システムの開発を行った。 1998年7月から1年間、筑豊地域において熱環境実測を行い、河川が中心を流れる盆地内の地方都市の特徴を明らかにした。 また、商業地域で高密市街地である福岡市天神地区を対象として、模型実験を行い、風の様子を検討した。 さらに、自治体の環境政策に関する意識を知るために、アンケート調査を実施した。

    本研究では、福岡市のシ-サイドももち地区、西福岡マリナタウン地区、和白地区を対象として、塩害対策の前提条件となる大気中塩分濃度(塩素イオン濃度)と気象要素(風向・風速・気温・湿度))及び空間要素(高度・海岸線からの距離)の関係を実測により検討した。また、居住者に塩害についてアンケートを実施した。 実測期間は1994年10月31日〜12月12日の約2カ月間で7日おきに6期間に分けて行った。 海から飛来する海水ミストを海塩粒子として捕集するため、JIS Z 2381(屋外暴露試験方法法則)に準拠したガ-ゼ法を用い、捕集した海塩粒子(NaCl)を水で抽出し、塩素イオンを比色定量し、吸光光度計を用いて濃度を測定した。 地上からの距離が高いほど、海岸線に近いほど、建物等の遮蔽がないほど、さらに風速が強いほど海塩粒子濃度は高くなる傾向があることが明らかになった。 また、居住者に塩害の実際の被害状況と対策等に関してアンケートを実施した。 居住4〜5年程度で塩害の被害が現れること、壁やサッシ類への被害が大きいこと、塩害に対する予防法や対処法を住民があまり理解していないことなどが明らかになった。

    今年度は,主に都市内緑地の空間分布の把握と時間変化の把握との2つの観点から研究を行った.都市内緑地の分布を把握するのに,どれくらいの地上分解能をもつセンサを使えばどの程度の情報を収集できるかを明らかにすることは非常に重要である.そこで,東京都を例にとり,都内に分布する緑地をひとまとまりごとの面積(画素数)に基づいて分類し,小画積のものまで把握するには2m程度の地上分解能が必要であることを明らかにした。また,緑地を樹木,草地,芝地に細分類する場合に赤外域のデ-タが有効であることも明らかにした(梅干野)。一方,緑地の空間分布が住環境に与える影響の評価も重要であるので,かたまりとして個々の緑地をとらえ,それらの形状特微量を算出したり互いのトポロジカルな分布特性を解析するための研究も行った。現在まで,筑波地区について緑地圏域図の作成を終えている(山形,安岡)。これと関連して,緑地の都市環境への影響評価も行った。精密なグランドトル-スと衛星デ-タとの比較により,樹木や芝地の温度の日変化の幅が水面に次いで小さいことを定量的に確認した(依田)。また,専門家からの知識獲得を容易にするため都市内緑地の3次元的表現法の研究も行い,同一時多視点からの緑地評価が可能なシステムを開発した(松尾)。 都市内緑地の時間変化では,これまで問題となっていた多重時刻多重分光画像における観測波長帯数が異なる場合の処理法について,重回帰モデルに基づく新しい手法を開発した。本手法を実際のデ-タに適用したところ,従来手法よりも明確に変化域抽出が行えた(花泉)。また,都市内緑地の破壊再成過程を把握するため正規化植生指数(NVI)に基づく手法を開発した。実際に多摩ニュ-タウン地域の多重時刻デ-タに適用したところ,規模の小さい緑地の変化も精度よくとらえられることがわかった(竹内)。
