[概要] 現在, 本土における過疎地域においては, 市営バスのみならずコミュニティバス自体も廃止または便数の大幅減少といった状況に追い込まれている。このトレンドは本土エリアにとどまらず, 多くの島嶼地域にも波及する。人口水準がきわめて低い離島地域における公共支出負担の削減を否定することは容易ではない。但し,これらの地域における離島航路は交通手段であると同時に, インフラでもあることから, 地域住民がいかなる協力意識を持っているかが重要な要素となる。上記目的から始まる本研究の構成としては, 研究の位置づけを2章で述べた後, アンケート調査の結果を3章にて報告すると同時に, 集計結果や属性等の重要指標の結果も提示する。さらに4章において数量化I類分析を用いることによって, 地域住民の受容意識に関する分析を行い, これらの調査結果を踏まえた上で最終章における結論部へと展開することとしたい。 [Abstract] This paper investigates the attitudes of the local community with regardsto maintaining a sea routes in the islands of Kutsuna, located 15 kilometers northwest of Matsuyama, the local capital of Ehime prefecture in Japan. This paper argues that locally accumulated social capital plays an important role, although all age ranges ( or age groups) do not share the same level of desire to participate in the problem. Using qualitative analysis of data, obtained by a questionnaire survey, a model of resident's attitudes has emerged. The model explains how the residents shape their attitudes toward support for the local transport system.

[概要] 多くの島嶼を持つ日本において, 離島航路とは島喚問または島嶼部と本土間における"人とモノ"の交通を支えるインフラとして機能している。事実, 離島住民にとって航路とは"道路"そのものであり, 生活に必要不可欠な社会資本であることから, また, 生活物資の輸送手段として非常に重要な役割を担っていることから, 中央政府が補助金を交付し, その維持を図っている。本稿においては2章において現状の離島航路の経営状況を定性的に整理し, 3章において経営上の問題点を提起し, 4章において航路関連の経営データのクロス集計を行った上で5章における主成分分析による経営状況の分類とマッピングへと展開された上で, 赤字路線補助のあり方に対する考察を行うこととする。 [Abstract] This paper is intended as an investigation of an inefficient management of sea routes at remote islands. It has been recognized by economists in the field of both transport economics and regional studies that a subsidy on sea routes should be researched more in terms of empirical approaches. It, however, has been quite difficult to achieve since most of the companies are very small in size. The first to be noticed is that we could obtain some of important data concerned with management and cost. Next, we will categorize the companies by statistical analysis of PCA (Principal Component Analysis), in order to discuss the problem in detail.

[概要] 社会における規範意識や帰属観念, または地域における人的な結びつきを現すソーシャル・キャピタルの概念は, パットナム以降の社会学的・経済学的フィールドにおいて重視されてきたものである。但し, 存在そのものが抽象的かつ直感的であることから定量的把握が相対的に困難なものと認識されてきたことも事実である。本稿においては東京都(大田区), 大阪府(東大阪市), 愛知県(名古屋市), 群馬県(高崎市・前橋市), および島根県(島根市)の6地域を対象に1万人規模のアンケート調査を実施し, その代替値推定を目的としている。内閣府を中心とする既存のソーシャル・キャピタル推計に対し, 幸福度の測定を加味することにより,定量把握をより精密に行う試みとなった。 [Abstract] This paper is a preliminary attempt to bring forward the analysis of social capital from regional perspective. The concept of social capital, meaning the bonding of the individual to the society, might be difficult to measure to a greaterdegree due to its nature of human sensitivity.
